change black out screen header

we should be able to change the name when controlling ppl screens and blacking out there desktop it says (connectwise control) admin should be able to customize the header

This text is controlled by the resource value "BlankMonitorMessageFormat", which defaults to the value of "ApplicationTitle". Both can be changed in the Appearance tab of the Admin page.

I have tried that and nothing changed still shows (connectwisecontrol )

Once you make the change, you would need to issue a Reinstall command to any of the Access agents under All Machines to see the changes. If you're testing a Support session, you would need to re-download/relaunch the session to see them.
