Mac - can't connect when remote mac is at login screen

When I'm connected to a remote Mac and I reboot it, it reboots fine, but the remote user has to login before I can see or control the remote Mac.

I don't think I have access to the command line either, but I'm not sure about that.

I saw the same behavior:

Yes, I've noticed this too, though in rare cases when I use the "reboot and reconnect" function in the miscellaneous menu, I'm able to enter the login information and when that happens the mac is able to reconnect just fine. This shouldn't just be appearing on rare occasions but on every occasion. I wrote about this here:
